the trick is to tie a rope attached to a sheet of plywood piled with crap to a fixed object and then quickly drive away. viola instant streetside mattress and a whole lot of other debris.

I feared that it might be a deliberate dumping. Do they use the system you describe to unload quickly so they don't get caught? (It looks like they dumped it on top of a leased pet, which wouldn't be a stretch for illegal dumpers.)

unfortunately the cheapest and least responsible way for people, especially those doing renovations under the table, to get rid of their crap is to dump it streetside, especially in the more industrial areas. It is a real problem. The municipalities have to pay crews to go around find and remove these piles. They're everywhere and some can get pretty nasty.
