Chads are the very small pieces of paper punched out of larger pieces of paper by hole-punches. If the chad was left hanging and hence still attached to the original piece of paper like a severed head dangling from its body by the remnants of a spinal cord, the vote was not counted as the chad needs to be completely separated. |
